HOW TO READ THIS FILE
Each claim is tagged so you know exactly what you can stand on:
- [PRIMARY] — an official document (law text, treaty, court/regulator filing, corporate registry, government decision) or a named first-party investigative source (BIRN, OCCRP, on-record interview, Senate Finance letter).
- [SECONDARY] — credible reporting that summarises a primary you couldn't directly pull, or synthesis (e.g. Wikipedia).
- [GAP] — a record that should exist but was not locatable; flagged so you don't overstate it.

AXIS ① — THE STRATEGY: HOW THE GROUND WAS CLEARED
This is the political machinery. The sequence matters more than any single fact: the law was changed first (Feb 2024), then the island was declassified (Dec 2024), then strategic-investor status was granted (30 Dec 2024) — and only later was anyone asked for a business plan. The legal ground was prepared before the public knew there was a deal.
